The Head of Supply Chain will be responsible for the design, implementation, management, and maintenance of an efficient, transparent, and accountable function across all of our areas of operation for all aspects of the supply chain: logistics, fleet management, NFI procurement, medical procurement (drugs, medical supplies, and medical equipment).

The job holder will be accountable for the development of supply chain policies and procedures to ensure that we deliver the best service to our internal and external customers, complying with local and donor policies and regulations, whilst providing the best value for money.

1. Policies, procedures, and systems

  • Update and/or develop robust policies and procedures for the management of Muso’s global supply chain, including fleet, stock (drugs, medical supplies and equipment, food, admin and NFI) and assets

  • Develop procedures for the distribution of food and non-food items in situations of emergency response

  • Update and/or develop and implement systems and policies for effective sourcing and procurement, including implementing framework agreements for high value/high volume purchases and developing the required document templates

  • Update and/or develop policies and procedures for the management, disposal, and renewal of assets

  • Lead the digitalization of all pertinent supply chain processes through the implementation of fit-for-purpose systems

2. Stock management

  • Implement procedures and systems to ensure that our stock (medical, food, admin, and NFI) is properly accounted for and tracked at all times

  • Ensure that our patients, community health workers, and health centers have uninterrupted access to required drugs, medical supplies, and equipment

  • Own and manage the regular inventory process

3. Supply Chain planning

  • Implement and coordinate a process for the planning of the supply chain, including sourcing, procurement, transport, and distribution of goods at a regional and national level

  • Ensure that procurement plans and sourcing pipelines are developed and updated on a regular basis and in a timely manner

  • Ensure that all departmental budgets include the necessary supply chain-related components for effective delivery of services

  • Contribute to the operational planning processes to ensure that constraints linked to the supply chain are addressed and impacts mitigated at the department, site, and global level

4. Compliance

  • Ensure compliance to local, Muso, and donor regulations and policies for all matters related to supply chain

  • Safeguard the financial and reputational integrity of Muso for all matters related to the supply chain, specifically for sourcing and procurement

  • Update and/or develop internal controls to ensure minimal loss to the organization resulting from actions that include fraud or conflicts of interest.

5. Medical procurement

  • Liaise with local and national authorities to develop and maintain an efficient supply of drugs and other medical supplies and equipment, compliant with national regulations, in order to address the needs of patients

  • Establish, where possible and applicable, agreements with international suppliers for the supply of drugs and medical supplies, and equipment

6. Supply chain function and staff development

  • Design and implement a lean and efficient supply chain structure at the regional and country levels to ensure the needs of the organization, our patients, and our partners are met

  • Provide line or matrix management to all supply chain staff in order to develop and maintain a high-performing team, including identification of staff development opportunities and capacity building

  • In collaboration with the HR function, develop and implement capacity-building initiatives for all relevant staff to ensure consistent quality across all procurement

  • Develop and monitor metrics for the measurement of individual and function-wide performance

  • Implement a continuous improvement approach for the supply chain function

7. Networking and collaboration

  • Establish relationships with INGO supply chain clusters in Mali and Côte d'Ivoire

  • Implement mechanisms for effective collaboration between the supply chain and other departments to ensure the needs of internal customers and our patients are met.

Skills and Experiences

  • A minimum of 7 years of experience in a supply chain-related role, including a minimum of 2 years in a senior position at the national or regional levels

  • Proven experience in the implementation or improvement of supply chain functions

  • Experience in managing operations in multiple sites and managing remote teams

  • Experience in the design and implementation of medical supply chain systems and processes

  • Experience in international and national medical procurement

  • Strong analytical and strategic skills including a strong ability to conceptualize new systems and foresee challenges and needs to be addressed

  • Strong communication and stakeholder management skills

  • Fluency in French

Not required, but A Plus

  • Experience in an International NGO

  • Experience in supply chain digitalization projects, including the design and implementation of supply chain software systems

  • Knowledge of one recognized project management methodology

  • Experience in the development, implementation, and monitoring of supply chain Key Performance Indicators

  • Experience with NetSuite and/or Oracle desired but not required

  • Certification in supply chain management

  • Fluency in English is desired but not required
