Digitizing Patient Referrals to Deliver the Right Care at the Right Time

For thousands of patients each year, receiving the right care at the right time depends on timely and coordinated referrals from Muso-supported primary care clinics to higher-level facilities for specialized treatment. This quarter, Muso reached a major milestone in strengthening that continuum of care with the development of a new digital referral and medical evacuation platform. The platform will be deployed across all 39 sites in Mali and Côte d'Ivoire later this year.

The referral and medical evacuation process was still largely managed through paper records, separate files, and communication by phone calls or text messages,” explains Sory Ibrahima N'Diaye, Digital Product Quality Manager at Muso. 

While this process has effectively supported patient care, it requires significant staff time, can create delays in information sharing, and makes it difficult to track patients and costs across the full referral journey. The new platform brings these processes together in a single digital solution - from the initial referral through the completion of specialized care.


Each referral generates a unique electronic record that consolidates essential clinical, operational, and financial information, enabling healthcare teams to seamlessly follow patients throughout their referral journey. As patients move through the referral pathway, their case status will be updated in real time and the system will generate alerts whenever there are delays, pending approvals, or referral related costs that require additional review by the Muso team.


"The application will be accessible from computers, tablets, and smartphones. An integrated dashboard will allow managers to monitor, in real time, the number of referred patients, referral timelines, costs, and key performance indicators. The platform will also be able to operate offline in areas with unstable internet connectivity and automatically synchronize data once the connection is restored," adds N'Diaye. 


Beyond streamlining day-to-day operations, the platform creates a shared source of information for Community Health Center Directors, referral teams, and other key stakeholders involved in coordinating patient care. By centralizing referral data, it will strengthen coordination across levels of care, helping ensure patients can access specialized services more quickly and efficiently. The platform will also generate new insights into referral processes, costs, and outcomes, providing actionable data to help program management continuously improve the quality, efficiency, and impact of care. 


Before full deployment, Muso will begin a phased rollout with a select group of users and health facilities to validate the platform under real-world conditions and incorporate user feedback, before expanding implementation across all Muso-supported sites in Mali and Côte d'Ivoire. 


The referral platform marks another milestone in Muso's broader digital transformation strategy. Following the launch of the Digital Supply Management System in 2025 (designed specifically to improve the management of medicines), this latest innovation further strengthens the digital infrastructure that supports frontline care - equipping health workers and managers with the tools they need to deliver more coordinated, efficient, and patient-centered care.
